ultimately i think you often need both. ideally new institutions can model better structures that existing institutions then have pressure to emulate
and to make this more practical, i know some local politicians.
i have significant motivation to understand them because we all want to improve our city and are trying to figure out what will be the most effective ways to do so. they have power and are open to ideas for how to use it for the good
so why not* have motivation to understand?
and plenty of impactful politicians never run for president
knowing politicians is useful for understanding politics and political dynamics, which is interesting for trying to understand the practical worlds of government, governance, and policy/how we collectively relate to each other and make decisions
