I learned that the reason my Clipper card wouldn't work the other night after the member meeting was that the upgrade broke auto-reload and my card had a negative balance but had gotten no notification of that fact. Same was true for both of my kids.
This ordinance seems particularly aimed at students riding to school, because that's what everyone has been complaining about, but almost every road leading to a school has these "sidepaths" according to the bike plan, so what have they solved? Sure a lot of students are going to be harassed though.
