After clearly getting some heat, the provost/dean office added details including consultation after the fact.
(I note they say last week, but everything I have seen is dated March 2)
"reaffirms a model of shared commitment to graduate student support, including essential ongoing contributions from Faculties, departments and supervisors."
In other words the provost takes the credit but the faculty PI has to find the funds.
Nothing to do with merit, all about indicators.
Classic newspeak - increase stipends without increasing central funding.

Morning productivity run
Years ago I was part of one of the first cohorts in a yr long Teaching & Academic Growth certificate 'teaching in higher ed.' We had a unit on wellbeing & ultimately it came down to us learning how to manage our time (helpful, but kinda not).
A decade later I took up running. Best choice ever.
I suspect, but may be wrong, a department head will flail around talking about measured and balanced effort, setting priorities, etc. I seriously doubt, despite their sincerity, they will have anything solid to offer.
