Do you think it is that the rules themselves are weak or that the assessment of our largest projects are given the most βflexibilityβ?
Devonshire Street, Surry Hills designed by DT Morrow & Gordon with James Aubrey Kerr, for the NSW Housing Commission in 1953! Also with multiple open courtyards, no central corridors and dual or tri-aspect apartments for great light and air to dwellings. Stair has a window too!
Built in two stages from 1893 to 1898. Other housing for public servants built at this time too, usually for site-specific jobs like the pilot boatmen or jobs in regional or rural locations, including police, post officers and rangers. A precursor to workers' housing in Millers Point and The Rocks.
So short-sighted, light rail should be a given. But not even a mention of upgrades within the public domain - new connections, wider footpaths, canopy/tree planting, new parks and spaces - increased density requires increased amenity.

Excellent perspective on the essential need for good housing by @michaelzanardo.bsky.social.
Govt can lead through both good policy & the implementation of public & affordable housing. Done well, this should lift general standard of #architectureofhousing
