Look, it's easy to dunk on the University of Michigan (I went to Michigan State so I treat dunking on U of M as a hobby), but this is a... less-than-generous read of the statement. It's poorly articulated but it's pretty clear that they're saying "don't abuse it" rather than "you must use it."
