For games where high difficulty is core to the game's ludological experience and without it the game is, at an aesthetic and phenomological level, not the same game, and must be treated and considered differently? A much heavier decision that changes the game as a whole, which the designer may not
deliberate artistic decision that the designers must make.
For most games? A fairly irrelevant one, yes, there's no reason to not have difficulty options for accessibility.

I have no problem with the idea of difficulty options or accessibility in games. I'm just pointing out that adding such a thing doesn't leave the rest of the game unchanged, and that's a (cont.)
Taken from a more general art perspective, not all art is for everyone. As another poster mentioned, not all art is accessible, and that can have significance to the meaning of the art. Difficulty, in this case, is a part that can't be removed without changing the game into something else.
I think you're just not willing to see the basis. I'm trying to say that if you take the difficulty out of something like, for instance, the Dark Souls games, it's a quintessentially different experience with different ludological meaning, and maybe the devs didn't want that.
A dish that features ghost peppers is not the same if you replace those ghost peppers with tomatoes.

There's something to be said for the artistic and aesthetic quality of a game that can't be experienced on an easier difficulty
