if you work at any middle to large bureaucracy there is a group of underpaid women who secretly run everything. your career success will be affected by what they say about you over whatever social activity they have (bridge, golf, mahjong, pickleball, whatever).
There was a clatch of "ruler ladies" at UNC. Other people's LaTeX code, even perfectly copied, would not get by the Ruler Ladies. Everything had to be tweaked. This is where we learned how bureaucratic institutions can sometimes create problems in order to justify their existence.
