Short answer: almost certainly not.
What you described does not meet the elements of securities fraud in the U.S.
1. Securities fraud requires a securities context

It's pretty dire to say that even with these wars going on, the DOGE cuts will probably still remain the most catastrophic and consequential actions of this admin on a global scale

I’ll be the only person in 2080 going “finally, Jake Sullivan, one of the architects of the death of the post ww2 order, is gone to meet his creator…”

"Just keep escalating until they keel over and wiggle their feet in the air" is not a coherent strategy, it's a plan to be stuck fighting the third battle of Changsha in as many years while your troops pass out from dysentery.

To take this seriously a sec: when your political-economic system allows massive inequality to explode, it creates a class of people who have no material problems but do have the resources & power to make their trivial irritations the central business of politics—at immense material cost to others.

there's a thing I like to call "load-bearing assumptions", that you don't notice until they're suddenly gone (e.g the air you breath has oxygen in it).

the post-ww2 order is a load-bearing assumption for basically the entirety of american life. trump took a sledgehammer to it in the last 90 days.

Basically all of the bad economic news this term is because the president deliberately decided to do something moronic. He is much more personally responsible for this than most presidents are for the downturns in their administration.

it's funny you can see how much the New Deal fixed macroeconomic stability within the United States, and the elite hated FDR for it

Once the review of an entry is complete and any manual duty calculations completed (see paragraph 18 above), it takes an IS or ES approximately 5 minutes to process an individual refund, including amending, liquidating and certifying the refund for each entry. The refund processing for the 53,173,939 entries with IEEPA duties will require 4,431,161 man hours for CBP to complete.

At 5 minutes per refund, it will take 506 years of staff time to resolve this.

Another reason to support court reform is that the Supreme Court, as constituted, is incapable of functionally administering the law. A court that wasn't captured by far right billionaires would've prevented the government from enforcing these at all.
