Less important than water, but more important than moldy basements - The Mayor said the city budget office was without an employee for awhile because the ceiling in City Hall literally fell in on him while he sat at his desk, injuring him. WTF STL.

Also meanwhile, the City water system needs major capital for replacement and repairs. We can live with fewer cops but not without water.
