Why I keep harping on spending $10B on new PABT when you could do this and shift many of those bus riders (who are also not going to Midtown West as their final destination anyway) over to a way more efficient mode of transit.
I am a big supporter of eliminating streets for cars and turning them into BRT/street cars. To run this well they would need to be fare free. Currently up to 20% of bus travel time on some routes is wasted by fare collection related dwell times.
To the customer, the price would remain the same, but he hotels would take a hit.
Hotels for much of the year would lower their prices in response as they are artificially inflated due to the hotel ban.
The prices you see in NYC are determined by what people are willing to pay to fill their rooms. Adding a 6% to most rooms would reduce demand somewhat, forcing prices lower
If this results in a reduction of hotel prices as they absorb the cost, whatever missing amount should be taken out of the parking metering plan (probably not that much).

They should do subway expansion by charging for parking in the city. Free buses increases transit utilization and is a subsidy to transit users.
My ideal would be creating a tiered hotel tax like this which would cover it.
