And it is all for far less money than Zambia has gotten from other agreements. This is important because the U.S. can back out of the deal if Zambia doesn’t achieve ambitious health performance targets.
The deal is also likely tied to mining concessions and was negotiated in secrecy, without the input of the communities who will be most affected by the terms of the agreement.
