No, the random selection part is easily explained. I mean the complex working of the legislature and its interaction with the executive branch and all its many many pieces. It's not elitist to say that it's difficult to grasp quickly.

The problem with a system like this is it puts a lot of power into the unchanging parts of the government because the people "elected" have no idea how anything works.

Whenever medical staff ask me, as part of the full work-up, if I use any recreational drugs, I always respond, "No, but I'm thinking of starting."
