That's crazy! When I visited in 2022, a fast food restaurant wanted my number even though I was paying in cash. Another restaurant wanted my number before they would seat me. Both found it hard to believe I didn't have an Indian phone number.

At the same time, I think a lot of departments could stand to cut down the number of PhDs they churn out. I don't think this will necessarily impact the quality of science.
Maybe NIC was doing a really bad job with email servers. I won't be surprised. But of course, kicking some nice govt. contracts to a "friend" of the party in power is probably another reason.
