It isn't that GiTS does a poor job of displaying them as they are. It just does a poor job of juxtaposing them onto our idea of the world. We, I think, see them as they see themselves mostly, and that is more congruent than if the POV was from a normal person.
Yeah! It really makes sense that they'd know they are above the law in most circumstances and act like it to some degree. They're also just poorly adjusted to normal life so I would really expect Togusa to function as the Heart of the Party as much as a career cop can.... But it's fiction!

Which is to say that I think S9 could be more like cops than not. Either interpretation makes sense and I've generally enjoyed that GiTS does have variable interpretations on the same characters. They can act like "what ifs", which is neat! I do love SAC and I probably will always prefer it though.
I own but haven't read the manga. I started to, and then got interrupted. As far as relating to or tolerating characters I think that I would agree with you, but I'm not sure if I'll prefer SAC's depictions completely. I really can see an argument for preferring what I would think is more realistic.
