A tiny grey bird with a black-and-white striped head/face and rusty flanks positioned vertically on a rotten tree branch, tail up. Its face is pointed directly at the camera and the positioning is such that its pointed beak just looks like a cartoon human’s button nose, and the line where its beak meets its face on the underside looks like an unamused linear mouth. The white lines coming to a point above the eyes give its face a cartoonis angry eyebrow appearance. The net effect is a face that vaguely resembles an annoyed human.

This is common for megaprojects, not just stadiums, which is why it’s part of a bill that includes other megaprojects. In general, infrastructure is usually state/municipal responsibility for giant projects. This is nothing like the horrible stadium deals foisted on states previously.

That’s correct in only the most technical sense, they want a PILOT agreement which is a set rate payment “in lieu of property taxes”. They will be paying money in the exact same way it’s just called something else and isn’t subject to the huge swings in property tax rates.

Pretty sure the Bears proposal is to pay for their own stadium and property taxes. The bill in question would just lock in a set property tax rate in Arlington Heights for a period of time, along with other large buildings that all request the same tax certainty.
