This is kind of unfair. Most of the killing of civilians has been extremely intentional and targeted. Indiscriminate implies a certain randomness and you don't hit hospitals and schools with precision munitions by accident
It sucks that the only reason we weren't doing as much indiscriminate bombing of civilians and building concentration camps wasn't out of a any moral sense but because governments still had a post-it saying "Nazis = bad" and now they've taken that down it's time to start the killing
