Chatted with Rhode Island Department of Environmental Management about snow dumping in Rhode Island waters. DEM knows of two agencies and a business who used Narragansett Bay for excess snow. The environmental agency OK'd dumping despite the risk of pollutants after last week's epic blizzard.
When she picked up the barred owl, it was limp and trembling. Its eyes were half open, its entire body bruised, and blood was dripping from its beak. The owl died within hours, another casualty of an accidental poison in its food supply.

As the director of a foundation myself, I heartily agree with this message. Foundations shouldn't exist for more than 5 years each (enough time to figure out what to do with lump sums of money)
