I think that some Virginians thought that the institutions would hold and stand as a check and balance to the excesses of the administration just as they did in the first term. You could see this in the posts from pro-Trump federal employees who identified as MAGA. Reality has a liberal bias tho.
I'm in California. There was only one question on the ballot. Super easy to get 100% on this vote.
