I have over 700 accounts muted and it’s still fairly bad at times for me

It was also the sole reason I got my first ever rate, and now new creators won’t be able to use it.

If this change was done because some people abusing it, then that’s unfortunate but understandable. Otherwise though, I don’t see any reason to make this change because it just hurts smaller creators
