🔎 Power in the Pre-Decisional Stage: Stability Sentences and Non-Decisions in Coalition Agreements in Israel and Norway

Our main finding is that stability sentences address conflict-laden policy issues that, if placed on the agenda, could threaten the survival of the coalition. Moreover, they are repeated often across multiple government coalitions and represent a distinct policy agenda.

This work is part of our continued effort to code Norwegian policy data using the Comparative Agendas Project (CAP) approach, and I am especially thankful for the great collaboration with the colleagues from the Israeli agendas project.

In "Power in the Pre-Decisional Stage: Stability Sentences and Non-Decisions in Coalition Agreements in Israel and Norway" we analyse statements in coalition agreements where governing parties promise not to change an existing policy.
