It is entirely ok to exist within Phase A, as long as that is what your goal is. But, rarely does work produced in Phase A have any lasting artistic merit. It is fun, but hollow.
Learning electronic music takes two phases and they both have to occur.
Phase A: You're not making a musical statement, you're just enjoying using [tool]. It is in this phase that personal artistic vocabulary is developed.
You don't need to buy a bunch of synths to make electronic music. Do you have a laptop? That'll do. You don't need to buy a bunch of things. What you need will reveal itself to you iteratively. Trying to anticipate what direction you're going in advance is throwing away money.
