Pretty simply. She's an amnesiac (by her own will at that) so it'd be weird if her design reflected her true being for one thing.
A conflicted girl filled with angst dressing in punk styles doesn't feel inconsistent to me at all and I read her tsundere nature as just a fun play on izanami.
It wasn't people's main issue with her but Soejima was ahead of his time with Marie's design and I believe she'll have a surge of fans with revival.
