Move Swampert to a Transfer Box via PokeTransfer and then from There send it to Pokemon Bank using Transporter app and then from Bank you need an active Pokemon HOME subscription to move it there so it's accessible on your Switch Pokemon games

Possible but might be very expensive and/or tedious 😰

So I it's gonna be a process, but what you would do is transfer the Swampert to a Generation 4 game (D/P/Pt/HG/SS) Via Pal Park

Then you'd need a Gen 5 game (B/W/B2/W2) to transfer it to that game via PokeTransfer in game
