He and his wife are currently in a seriously fucked situation. Both were granted asylum but ICE has made their lives fucking hell. Tumen was stuck in ICE detention for a year and a half, and his wife Adiso is currently sitting in detention

1) Gross incompetence.
2) Intentional sabotage (treason).
Who fits in what description will vary by person I imagine.
Reducing costs in ways that do not hinder the established operations to a meaningful degree is a good idea.
There is a bloated bureaucracy that could be streamlined and made more efficient.
None of the actions taken to date demonstrates steps being taken to accomplish those goals.

Someone with the primary concern of eliminating wasteful spending wouldn't shut down agencies without reviewing the information to determine if/how much of the spending is wasteful (wasteful should be defined clearly), root out any fraud that actually is found, and eliminate redundant spending.

This is what the result of endless rounds of training does.
It's not brilliant in fight reads generally. It's hard work in the gym manifesting in the fight.
Figueiredo leaned on the side of the crossface.
Made it harder to direct his weight over the knee tap side.
Just thought this was a nice display of defensive grappling.
A tactical positional retreat with prepared defenses waiting.
Yan tried to secure the knee and use the crossface to off-balance Figueiredo.
Figueiredo essentially used a modified "technical standup".
Posts on the free hand, underhook side framing.
Brings back the free leg, creating more space.
Steps back with the controlled leg.
Figueiredo got the underhook.
Yan sprawled with a cross face.
Figueiredo scooted that butt back as far as he could get it while retaining the underhook.
Underhook acted as a frame throughout.
Without control of the upper body, the hook became relatively useless.
Figueredo shifted his hips as Yan postured, and turned into him.
Yan tried catching the hand as he turned.
Potential options available to him if he did secure it.
This small detail changed the dynamics of the spot.
Despite being in the dominant position, Yan didn't have any real control or anchor points to keep Figueiredo in place.
