That's right - but in practice the interest earned in your Cash ISA is treated as income and unless you earn over the threshold ($130k) so its no biggie. Whereas for S&S ISAs you have to report every trade which can be hundreds a day
One issue I haven't seen picked up is Cash ISAs are one of the very few ways US citizens can get decent returns in the UK. Squeezed between ludicrous investment reporting requirements by the IRS and onerous taxes on savings in UK. 000s of thousands of US citizens in UK (more soon...) say booo

Run a big message on rooting out corruption in politics? Reversing policies like Citizens United, stop politicians owning individual stocks, close the revolving door between government, big biz and regulators. Arguing against would be incriminating in itself...
