Sure, some tech is more politically controllable than other (e.g. atomic bomb < llms < household cutlery), but saying that extremely expensive tech build on massive capital buildup is by definition politically neutral is not right. Especially tech so embedded with the authoritarians and far right.

Tech is not neutral though. It's kinda like saying that dropping atomic bombs all over the place would increased international cooperation in good spirits. Who benefits and who comes on top is inherently embedded in the tech, who can afford to produce and control it. That leads to political outcomes

It's literally the Armageddon problem. If you ask any astronomer, they'll tell you that nuking an asteroid is the dumbest way to avoid getting Earth whacked. You need to gently nudge it out of the way. Nuking it creates thousands of smaller asteroid obliterating thousands of cities.
