Carpet bombing Tehran wouldn't be justifiable morally under any circumstances. But leaving that aside, historically bombing civilians doesn't help win wars. London, Dresden, Hanoi, Kyev etc

A purely missile based war doesn't have the narrative flow of one where one side is trying to contact the other. All you get is a list of things that have blown up. Unless the sides can gradually increase the size or significance of the strikes it's going to get very dull.
