The answer to reining Houston in is forcing members of his caucus to represent their constituents. If 15 PC MLAs refuse to vote for the budget, Houston will have to rework it. He can’t throw them all out of caucus without losing the big majority that’s allowed him to act like a dictator.
Why even have ministers in charge of seniors & LT care,
environment & climate change, addictions & mental health, African NS affairs, L’nu affairs, women, youth, equity & anti-racism, culture tourism & heritage, education & advanced ed if they don’t consider those things to be “core services”?

Houston and the PCs knew that if they actually offered Nova Scotians the choice between tax cuts and program cuts, it would have been a real debate with an uncertain outcome. They chose to win an election on the former and now, supermajority in hand, get to reshape public services on the latter.
