Voice! If I fall in love with the voice of a story, minor plot issues won't prevent me from wanting to represent the book. I can usually see how the plot can be strengthened in revision, but voice is much harder to change.
I try to find a place for it. The market changes quickly, so I keep in mind that windows of opportunity open and close frequently.
