They have a school-by-school number and description of repairs that gets to $2.8 billion. I have seen bits of it. They don't want to share it.
Presumably that is because it will become quickly apparent that a plan of this level is woefully insufficient for the needs of the district. For example, despite a district of 80 year old schools, they plan to build one school in the next ten years.
