Yeah you could do it that way. Also allows DS1 to give sailing xp to members in spite of being a F2P quest.
Jagex seem to want players to actually have to train the skill including for the early levels instead of questing past them like every other skill in the game though
The problem with this is that it would require making the Pandemonium quest a prerequisite for a bunch of quests that came out 2 decades before its release
