It's difficult for book stores and libraries to sus such stuff out. The distributors don't, necessarily, make it easier. Knowing and purchasing from established publishers is easier, safe. As library budgets are restricted, decisions are made with great care on circulation outcomes.
It's likely a print on demand title. I didn't look it up to check out the publisher information, however, I assume that it's one of such companies.
It's the responsibility of his staff to keep him abreast of what is going on, what his constituents want and are demanding. So, either Suozzi ignored the work his employees are doing or he willfully made an informed decision that he now regrets.
