And the tool would intelligently suggest how your blocks could be grouped into forms that are actual production lego technic parts, I.e. 3 of part 18654 in a line would make a 3L liftarm (part 32523)
Then, you could put partial technic elements together like snapping square blocks onto the bare lines of your design.
Consider that lego technic models have relatively straightforward geometries; parallel beams, triangles, etc. The tool I want would let you draw out those geometries to form bucket loaders, bulldozers, car chassis, forklifts, etc, in very bare lines.
