For effects like this I just like to make something in Blender because I can edit the mesh and I find the material nodes easier to work with than Godot shaders. Making the effect in Blender lets me visualize what looks good, and plan out how to approach making it in Godot.

I mainly source textures from texture.ninja, edit them with Gimp, and dither with slk_img2pixel.

I made the textures by building a 3D branch from a transparent pine needle image, and rendered it from a top down view, then downscaled and dithered it.
The scene is just dark ambient light + fog. The tree branches need to have nice silhouette, so I fiddle around with their placement until it looks interesting, and I tried to break up the edges of the textures to make them look as detailed as possible.
