I just found out the latest version of Substance Painter has a brush strokes filter. Make life very easy to get a painted look.
I made a basic shader in Substance Painter (you can see it for a few seconds towards the end of the clip) and then modified the shader in COPs.

Made some brush strokes geo, scattered it on the toy and baked it to normals.
