We call them Schneeglöckchen (little snowbells) here in Germany.

We have a pair of red kites hunting over the meadows of a brook within sight of our home. But I have never seen them like this! 👍

Berliners are known for such kind of a humorist. Sometimes it’s even a little rough, bordering on insult. There is a word for it: „Berliner Schnauze“
Nice portrait! Apart from the familiar „Hoo-Hooo Hoo“ they have a strange, harsh call when they are about to land. Took me a long time to find out.
In Germany they are called Türkentaube, „Turkish dove“, because they came in the 1930s from the southeast region of Turkey to middle and western Europe
