I want to think that it's simply the # of unidentified remains, but the prior reporting seems to dispute that. If so, why were these remains not exhumed when the others were? If not, where did the number come from?

But, in another twist, the above article from 2018 says "nearly 400 sets of remains" were exhumed from this same cemetery three years prior, in 2015.
Why were these 88 not exhumed then? Or were they and were interred again?

According to AP's previous reporting, linked-to in the above article, these unidentified remains may have been buried as recently as 2018.
This is an oddly specific number of servicemembers to exhume.
Could there only be this specific number of unidentified bodies? Sure. It's possible. The reporting doesn't say how many there are in the cemetery.
