The top of this very page you linked says to call 988 if in crisis. I think it's good for both people (and by extension, bots) to accept that there are professionals better equipped to handle life and death situations like these. It's more nuanced and complicated than CPR.
Refer them to a professional to assist? If I'm talking to someone in crisis I don't take it upon myself to try to help them through it because I'm not properly trained. A chatbot shouldn't either. It's dangerous.
