Like I said, I was taking it to mean actual translated manga, not anime-inspired comics.
There were earlier manga published in English, like BAREFOOT GEN, from Educomics. But I think Heidi was talking about an ongoing publishing program, and I think Eclipse may have been the first on that.

ROBOTECH started at Comico in 1985, edited by Diana Schutz. But that was American comics adapting anime. I'm not sure where the line is on this, but I was taking manga to mean translated Japanese manga, not American adaptations.
Even when they were drawn by my pal Neil Vokes.
