Japan’s Green Steel Transition: Green Iron EAFs, Carbon Pricing & Renewable Electricity - Transition Asia This paper compares two primary steel production routes: the conventional brownfield BF–BOF process and the use of green H2-Iron in greenfield EAFs, to assess the level of carbon pricing or benchmark setting that may be required under the second phase of the GX-ETS to incentivise the deployment of greenfield EAFs using green H2-Iron.1

Steelmakers should not be gambling on government support to extend the life of facilities that aren’t fit for the future. Pursuing smarter low-emissions pathways, such as green iron imports, is shaping up as the best path forward.

However, it’s noted that achieving this would require strong carbon pricing on high-emissions steel, including tightening GX-ETS (Emissions Trading Scheme) benchmarks to levels aligned with Japan’s NDC, as well as policy support to expand domestic EAF capacity.
