Who produces hate speech? And how does that matter for content moderation?

We show that across different countries and platforms, a relatively small share of users are responsible for a very large share of hate - overall, 5% write 83-100% of hateful content.

The comments underneath this are depressing. "You are protected by [X] privacy law" does not mean, and has never meant, that you are completely anonymous. If you want a completely anonymous digital service, you are probably buying from criminals and, no, you're not truly anonymous even then.

Global power is not built at short notice, but China does have avenues open to them. They also have Russia as a resource colony now, so they're probably less concerned than some other countries.

Yes and no. China doesn't have a presence in ME but they are all over Africa and LATAM. They are very quickly transitioning away from technologies that keep the ME relevant as a supplier. ME obviously still relevant as a trade route. This is an acute crisis for them, but that won't last.
