Back in 3e/3.5e I definitely recall the default assumption being to just toss out the setting, and beat the system into doing whatever sort of game you wanted (political intrigue, heisting, murderhoboing) instead of grabbing a game tailor made for the experience you're after.
Maybe they're talking about the greater visibility of systems that really lean into their setting and genre with the rulesets? PbtA is basically all intensely Like That
