Honestly, Legion ending would have made a better show, have the Courier be the main antagonist, successor to Caesar. You could also play into the whole Hegelian Dialectics. It was never Caesar vs NCR but vs. You. You become "Caesar" by uniting the different "tribes". Either way you become "Caesar".
