Zig zags only apply in the carriageway, kerb to kerb, a part of the offending vehicle has to on or over the lines. In the instance in the piccy you just use a dangerous position offence instead, clearly evidenced and with a potentially higher penalty (up to a discretionary disqualification)
Real "peasouper" today...yet nearly half of the vehicles seen do not have any lights showing, none to the rear (just DRL activated) or inappropriate lights illuminated for the conditions. All the drivers commit a variety of offences and would fail the basic driving test, there's no hope ๐คฆ๐....

Due to the way Policing all round is suffering with no hope of improvement it's about time road danger offending was given to another organisation along the lines of the "old" VOSA before they got cut to the bone.....
It's something I've been suggesting and arguing for all through my time as a road danger reduction practitioner. By adding a Vehicle Defect Rectification Scheme (VDRS)as used by officers for over 30 years, to the disposal choices of 3rd party reported offences you would reduce demand significantly.

If you report as an RTC there's a lot more work for you and the officers and the end charge would be the same , a S3 Due Care , just an easier way to.present the evidence and get the same result.

It is especially as a bicycle is a "carriage" , even more bizarre, it all needs updating and simplifying.
Always confusing to some as it centres on the term "vehicle" , if filtering or the overtaking of a bicycle by a "vehicle" evidentially causes potential issues around the safe use of the crossing the relevant due care offences would just be used rather than the legislation intended for vehicles.

I like educational courses, they do have a behavioural change impact in 2/3 of attendees ...the other third are indoctrinated members of the problem group and end up learning the hard way .
