This is (basically) correct but it's only part of the picture. Also not to redo the deliverism debate but the beauty about being in government is that you can change people's material conditions and thereby make them like you. The focus of policies don't have to be purely short term popularity
Quite funny/frustrating that everyone is saying the focus should be on their pet voter group when the truth is instead that a number of voter groups are important because FPTP electoral politics is about constructing coalitions
