My basis for this theory is, when someone is the US Armed Forces gets the Congressional Medal of Honor (CMH), the citation lists them at their rank when they performed the action. Ex: Jimmy Doolittle won the CMH for the Doolittle-Halsey Raid on Japan as a Lt. Col., and became Brigadier General.
There has been a lot of talk about the ranks of the characters on the wall. My theory (i have zero proof of this) is that this is the rank they were at when the performed the action that they are being honored for on the wall.
