The building would decay before your eyes, only to be magically intact at the start of the next game. This obviates the need for separate rubble and the like.

Some would think it should but I am sure parliament could pass a law that would allow it to let the building slowly collapse behind some kind of fence (I am presuming it is a listed building with requirements to maintain). Some may not be happy, but their representatives would have voted for it.
The Crown Estate remits its income to the Treasury - selling off assets would reduce futuer income (currently around ยฃ300m pa). The monarch's personal wealth is no doubt great but a simple Google search suggests he is worth at most about ยฃ800m. That's hardly going to cover the billions.

It's a huge building with considerable architectural detail and artwork etc. If the actual works (rather than the cost of relocating parliament) would still cost billions to restore do you think there'd be a buyer prepared to do a proper restoration? I rather doubt it: perhaps a tech billionaire?
There'd still be a crumbling building in the centre of Westminster: would you restore that?
If you are looking for CoC WWII in 20mm then AB (from Eureka) and Eureka themselves do excellent sculpts. Adler are also very good (from Heroics and Ros).
28mm to my minds means the figures look too close ... 15mm is closer to the 1:120 ground scale but perhaps a bit small. 20mm is a good compromise and widely available (including as 1/72 and 1/76) .
If you do design more then how about some with more bricks in place of large lumps of concrete/stone.

Had some custom bases arrive from Warbases this morning and I just wanted to say they're perfect. They allow me to combine two 50mm square bases onto a single base suitable for Midgard. Great company.
