Stationary phone distraction isn’t harmless — the evidence is clear. It impairs hazard detection and reaction time, with effects lasting well beyond the interaction. This is road danger and it can (and does) have fatal consequences. Academic research strongly backs it (see pic). Enforcement matters.

Anything with a 14-day statutory time limit is processed on time. The problem is lack of staffing, so the stuff with longer time limits gets left. Their system deletes unprocessed footage after 3 months.
Avon & Somerset take 3 months to process these reports and then only issue a warning letter (because it's too embarrassing to prosecute after such a long delay)!

Drive like this in London then you can fully expect to be caught. Then you will receive 6 points and a fine & your insurance (especially for a car like that) will be massive.
A scary amount of motorists see no problem illegally using their mobile behind the wheel when stationary in traffic. The delayed cognitive distraction lingers and can lead to a motorist filtering out secondary information (pedestrians, cyclists, etc.) when they get back on the move.
I've complained to the council on this basis as well as the potholes thing. Fingers crossed but builders usually just hire a sweeper truck to scrape the road surface away and spread the mud everywhere, in my experience.
