As an extreme example I'm thinking in particular of a former neighbor who was a frequent public nuisance, but also carried a gun at all times and liked to use the threat of it to settle arguments. Very few people are *that* guy, but there's enough of them around to poison the metaphorical well.
In addition to the racial and class aspects think this dovetails with research showing how the US in particular is a paranoid and low-trust society. When interacting with strangers are tinged with the threat of potential violence, it's more comfortable to delegate that interaction to the state.
I think there's nuance in that *selfish* noise can and should be discouraged... think the guy on the bus blasting tunes for himself, or the tuned sports car with the antisocial loud exhaust. But conversation, protest, parties, shared music, etc... that's part of being a human in a shared space.
(And I'm saying this as somebody with sensory issues, who's currently boosting Rockwool's bottom line as I build a Fortress of Quietude in my basement...)
*People* sounds, within sane limits, are part and parcel of living in community with others. Some are pleasant, others less so, but some level of background hubbub is a vital part of living *with* others and not just *around* them.
I was all ready to Have A Disagreement until I read closer. *Noise pollution* is a real public health problem... and one that the development of car-centric, "quiet" suburbia has foisted upon urban-dwelling populations (in the form of car infra.) that have limited political capacity to stop it.
I did some poking around with 2024 numbers and the current wild swings seen in special elections, and at this point R gerrymanders are all looking like dummymanders. Much more concerned about the Senate killing the filibuster to pass the SAVE act or ICE occupying polling stations
