highlands is part of a network of private contractors hoping to get a cut of the $45 billion allocated to warehouse immigrants through 2029.

It adds to his pattern of erasing the history and the contributions of Black people from the Smithsonian National Museum of African American History and Culture, other Smithsonian museums, other Federal buildings and websites, and the National Park Service.
